The Barcelona Council (spring 2002) adopted the principle of making Europe "the most popular destination for students, academics and researchers from other regions of the world". In this context, ERASMUS MUNDUS aims to improve the quality of European higher education at Master's level, and to strengthen intercultural cooperation and the attractiveness of "Europe" as a destination for the best students and academics from all over the world.

Student exchanges at universities participating in the Bologna Process are not as high as they could be. This is true both within the European Union and between the EU and third countries, notably Russia.

There are two main reasons for this situation:

  • administrative difficulties
  • recognition of periods of study

To facilitate student mobility, the organization of a student mobility service would enable it to be managed using quality assurance processes. This was the aim of the FASTQUAD project.

During the project, seminars were organized in Russian universities to present the various aspects of international cooperation in European universities.
